Jill Gaito, Principal

Throughout her career, Jill Gaito has held leadership, project management, and technical positions in both the private and public sectors.   In 2004, Jill was selected as one of the “Top 40″ business people under the age of 40 in central Pennsylvania.   In 2011, she was appointed to PADEP’s Cleanup Standard Scientific Advisory Board.  Ms. Gaito has published numerous articles on brownfield revitalization and her expertise has led to speaking engagements at events across the country.

Prior to founding Gaito & Associates, LLC.,  Ms. Gaito served as the Deputy Secretary of the Office of Community Revitalization and Local Government Support within the Pennsylvania Department of Environmental Protection (PADEP).   Under her leadership, PADEP was established as a partner in economic development through policies and initiatives that fostered environmentally sound economic growth.  As Deputy, Ms. Gaito worked with local, state, and federal agencies to identify public funding for Brownfield projects and to remove bureaucratic hurdles for local governments and private developers that were redeveloping brownfield sites.  Her role in these projects required constant and effective communication with other state agencies including PADCED and PennDOT.

Ms. Gaito managed and utilized PADEP’s EPA Brownfield grant to provide technical assistance to local governments, to promote local success stories and to subgrant EPA funding to local governments that were tackling challenging brownfield sites.  During this time, Ms. Gaito established unique relationships with the Brownfields program staff at both Region 3 and EPA Headquarters and she continues to serve as a resource to the EPA Headquarters Brownfields Office.  Prior to serving as Deputy, Ms. Gaito initially served as the Department’s first statewide Brownfield Action Team Director where she contributed to the success of many brownfield and redevelopment projects throughout Pennsylvania.

Before joining DEP, Ms. Gaito was employed for 11 years at Gannett Fleming, an international engineering and consulting firm, in a variety of management, economic development and technical capacities.  Her experience includes projects in both the private sector and the public sector including management of large, long-term projects for EPA, PADEP, PennDOT and the PA Turnpike Commission.   During this time, Jill also served on the leadership team for TerraSure Development, a Gannett affiliate company that offered Guaranteed Fixed Price Remediation services — helping to facilitate the transaction of more than $100 million in environmentally challenged properties.  Ms. Gaito’s private consulting experience is largely focused on brownfield redevelopment and other redevelopment projects for both public sector and private sector clients across the United States.
