Gaito & Associates, LLC was formed to assist in the resolution of environmental issues in a manner that spurs economic growth and opportunity.  Brownfield redevelopment, Natural Gas Utilization & Act 13 Issues, government affairs and building of public-private partnerships are primary areas of focus for the firm.  Services include development and implementation of redevelopment strategies, environmental oversight and regulatory assistance, research, report preparation and review, funding strategies, government relations, project management, marketing and business development.   Gaito & Associates, LLC is certified by the Commonwealth of Pennsylvania as a Woman-Owned Business Enterprise and as a Woman-Owned Small Business by the U.S. Small Business Administration.

Project success is achieved by drawing on the experience, expertise and associations of the Principal, Jill A. Gaito.  Throughout her career, Jill has held leadership, project management, and technical positions in both the private and public sectors.   She earned a master’s degree in business administration from Robert Morris University, and a bachelor’s degree in chemistry from Gannon University.  In 2004, Jill was selected as one of the “Top 40″ business people under the age of 40 in central Pennsylvania. In 2011, she was appointed to PADEP’s Cleanup Standard Scientific Advisory Board.   Jill has published numerous articles on brownfield revitalization and her expertise has led to speaking engagements across the country.

Prior to founding Gaito & Associates, Jill served 3 years as the Deputy Secretary of the Office of Community Revitalization and Local Government Support within the Pennsylvania Department of Environmental Protection (PADEP).   Under her leadership, PADEP was established as a partner in economic development through policies and initiatives that fostered environmentally sound economic growth.  As Deputy, she worked with local, state, and federal agencies to identify public funding for Brownfield projects and to remove bureaucratic hurdles for local governments and private developers that were redeveloping brownfield sites.   Jill and her office also served as one of the original points of contact for companies initiating Marcellus Shale drilling activities in Pennsylvania – providing an avenue for discussion among the industry, technical staff at DEP and policy makers in the Administration. Prior to serving as Deputy, Jill served as the Department’s first statewide Brownfield Action Team Director where she contributed to the success of many brownfield and redevelopment projects throughout Pennsylvania.

Before joining DEP, Jill worked for Gannett Fleming, an international engineering and consulting firm, in a variety of management, economic development and technical capacities.  She managed projects for high-profile private sector clients as well as large, long-term projects for both PADEP and the US Environmental Protection Agency.

Jill served as the founding Executive Director of the Green Center of Central Pennsylvania – a hub for education and information relating to green technologies and alternative energy deployment.  The Green Center is the focal point of an inner-city revitalization project that has reclaimed two brownfield properties in Midtown Harrisburg to establish an educational campus that incorporates both green building technologies and renewable energy sources into their facilities.  In partnership with Harrisburg Area Community College, Jill secured an EPA Brownfields Job Training for the college – one of only 17 awarded nationally.
